These are wrap around spacers for rock anchors. One size fits from 20 m/m diameter to 42 m/m diameter anchors. 

The anchor spacers are designed in such a way as to ease introduction of the anchors into the bore hole and the construction ensures  uninterrupted flow of the grout.
